The bill aims to maintain and improve the efficiency, effectiveness, and safety of the land transport system by providing better regulation. The bill will: aim to reduce repeat drink driving offending by strengthening the legislation on alcohol interlocks; give enforcement officers, other than the Police, greater powers to deal with fare evasion on public transport services; increase penalties for drivers who fail to stop for the Police; update the regulations on heavy vehicle regulation to align with recent changes to the Land Transport (Vehicle Dimensions and Mass) Rule 2002; update the regulatory system for small passenger services; make a range of amendments to the Land Transport Act 1998 to ensure that the Act is operating effectively.
